Council and Community Goals
City Council goals are the City organization's guide to help shape the future direction of the City, and provide a framework from which plans and projects are created. Further, the Goals help shape the work of City staff as they seek to collaborate and streamline internal operations, and represent and respond to the Community's needs.
In April 2022, at the annual goal setting meeting, Council directed staff to focus on multi-year strategy to ensure efforts and resources are concentrated on making advancements towards achieving positive outcomes in the identified priority areas.

On February 20, 2024 City Staff brought an update on Council Goals and progress. City Council and the City’s Senior leadership participated in a facilitated Goal Setting workshop, where the Council discussed their broad-based goals for the community and reviewed previously established multi-year goals. On September 19, 2023 Council reviewed the multiyear goals and priorities and provided clarification to staff and on September 26, 2023, the Council adopted the Fiscal Year 2023-2024 Council Goals and Priorities.
At the February 2024 Council meeting staff presented updates on projects and programs that relate to Council’s five priority areas:
- Public Safety
- Efficient, Effective, and Responsive Government
- Economic Development
- Housing/Unhoused Response
- Youth Development

On April 14, 2023, the City Council gathered at Cal Maritime for an all-day goal-setting workshop with members of the City’s leadership team as well as public participants. The workshop was facilitated by consultants from Baker Tilly, and provided an opportunity for Councilmembers to review governance roles, discuss Council protocols, participate in team-building exercises, and to outline goals and priorities for Fiscal Year 2023-24, as well as multi-year goals.
At a Special Council Meeting on September 19, 2023 staff presented Council with a Council Goals-At-A-Glance document that outlined Council’s: Priority Area, Goal/Outcome, Strategy/What we want to achieve (multi-year), Council Direction & Focus 2023-24, Metrics, and City Response 2023-2024 outputs. During the meeting Council had the opportunity to provide additional information and clarification, while fine tuning their FY23-24 Council Goals.
On September 26, 2023 staff returned to Council at a Regular Council Meeting with the updates and directions provided by Council on September 19th. After reviewing the edits Council officially adopted their Fiscal Year 2023 and Multi-Year Goals and Priorities.
