The City of Vallejo is partnering with Pacific Gas and Electric Company (PG&E) on the remediation process of property located near the Southern Waterfront Boat Launch site, which used to be the location of a PG&E Manufactured Gas Plant (MGP). PG&E is addressing environmental impacts from the former MGP that operated from 1872 to 1930.

The 26-acre property is owned by the City of Vallejo, and remediation is necessary for supporting future redevelopment of the site.

The California Department of Toxic Substances Control (DTSC) is overseeing the project that will rehabilitate the site to provide long-term protection of public health and the environment. Work will be conducted with permits from the Bay Area Air Quality Management District, the San Francisco Bay Conservation and Development Commission and the City of Vallejo.

DTSC has approved a green approach to cleaning up the site to protect public health and the environment long-term while minimizing impacts to the nearby communities. For example, the approach combines excavation and the off haul of soil with on-site treatment to help minimize odors, noise, and traffic impacts. Active monitoring will be used during work to confirm that protective measures in those plans are working as planned. Work will be conducted Monday through Friday from 7:00 a.m. to 6:00 p.m. with occasional Saturday work.

To support PG&E’s cleanup efforts, the City of Vallejo has closed a portion of the southern waterfront boat launch parking lot. One boat launch and some day-use parking spaces will remain available for users of the boat launch throughout this work. Once the land is completely restored, the City will have a refreshed parking lot complete with new restrooms and lighting and the other boat launch will reopen. The site will also be primed for redevelopment.

In 2023, the City will consider taking proposals from potential developers to bring new life to the plot, which will be identified through a potential RFP. Any upcoming development on the site will get input from the public and must be consistent with City, County and State requirements, including the Land Surplus Act.

The restoration work, and any potential future development, will ensure the site offers a safe and healthy environment, which will benefit neighboring communities and residents for generations.

    Pacific Gas and Electric Company Vallejo MGP Cleanup Project Weekly Report 12/15/23


    PG&E provides this update on work occurring at the City-owned 26-acre property located south of Curtola Parkway that is associated with the former Vallejo manufactured gas plant (MGP). PG&E has a voluntary program to clean up sites impacted by historic operations. To learn more about this project, or if you have questions, please contact us or visit the website listed below.


    Work Completed 12/11/23 to 12/15/23

    • Paved Mono Street.

    • Continued grading and restoration activities throughout the site.

    • Continued to demobilize construction equipment and materials from the site.


    Upcoming Work

    • Complete grading and restoration activities throughout the site and along Mono Street.

    • Complete demobilization of construction equipment and materials from the site.


    Air Monitoring

    • Air monitoring results to date have confirmed that air quality remained at levels protective of the health of the surrounding community.


    Work Hours

    • 7:00 a.m. to 5:00 p.m., Monday through Friday.


    Anticipated Impacts

    • To allow for restoration work to occur safely, Mono Street will be closed to public traffic through the end of 2023. Safety signage and flaggers, when appropriate, will be in place to direct construction-related traffic.

    • Parking will be limited in most of the boat launch parking lot due to construction. Parking for boat launch users and one boat launch will continue to remain open.

    • There will be noise and truck traffic associated with construction activities.


    Site Security

    • Access gates are closed to the public, and the site is under surveillance by security guards.
