On April 2, 2020, Governor Gavin Newsom signed an executive order that restricted water shutoffs to homes and small businesses while the State responded to the COVID-19 pandemic.

The order protected consumers who could not pay for their water service during the pandemic, relieving them of fear that their water service may be shut off for non-payment. However, that executive order water moratorium came to an end on December 31, 2021. This means that all water charges accrued since April 2020, that have not been paid, will be due. With the lifting of the state's moratorium so close to the holidays and then the second surge of the Omnicron variant, the Vallejo Water Department opted to continue the water moratorium through March 31, 2022, to support Vallejo Water customers. Water customers can expect to begin seeing bills and notices as early as the first week of April 2022.

We understand that this can be a stressful transition for Vallejo Water customers who have been unable to pay their water bills during the pandemic, and we are here to help.

Normal billing processes will resume with water usage beginning April 1, 2022. Water customers who have accrued a balance for non-payment will receive late payment notices, which can result in service shutoff if the account reaches 60-days past due.

To support our customers who have been impacted by the pandemic, the City of Vallejo is offering flexible and extended no-interest payment plans to avoid service shutoff.
